The Commute Alternative Program (CAP) is for the sole use of employees of the County of San Mateo. "CAP On Line" is a service provided to employees of the County of San Mateo, and your use of the CAP On Line is your acknowledgement that you have read, understand and agree to the following terms and conditions regarding the use of CAP On Line.
1. COUNTY is not responsible for any delays or non-delivery of your payment due to technical difficulties or for any other cause. Personal checks, cashier checks or money orders should be made payable to "County of San Mateo". Cash payments cannot be accepted.
2. It is your responsibility to confirm that your payment has been successfully delivered and accepted by the CAP. Payment must be received in the CAP program office (555 County Center, 5th Floor, Redwood City, CA 94063) no later than on the cut-off date by 6:00 p.m. Late payments cannot be processed and will be rejected.
3. You can confirm delivery and acceptance of your payment by calling (650) 599-7366 or sending an e-mail to commute@co.sanmateo.ca.us
4. Your use of CAP On Line signifies that you will comply with the program requirements set forth in this agreement, and as amended by the County of San Mateo from time to time at its convenience. Failure to do so will result in termination of your use and access to this system.
5. CAP reserves the right to terminate your use of and access to CAP On Line under certain circumstances and at any time and without prior notice. Cause for such termination shall include, but not be limited to, (a) breaches or violations of this User Agreement or other incorporated agreements or guidelines, (b) discontinuance of services or content modifications to this web site, and/or (c) technical problems or errors.
6. The CAP reserves the right to modify or discontinue any services provided on this website and any conditions of use with or without notice. This may occur periodically for maintenance and may include temporary or permanent changes.

Specific to the Transit Subsidy:
Both permanent and extra-help county employees are eligible for the C.A.P. subsidy. Contractors are not eligible for this subsidy.
The C.A.P. subsidy is for "home to work" commute usage only. Fraudulent usage of tickets may result in disciplinary action and/or dismissal.
The $75 per month transit subsidy is for San Mateo County employees only. However, you may purchase additional tickets for others at full price.
The C.A.P. office must receive the employee's transit subsidy request no later than by midnight (12 p.m.) on the 10th of the current month in order for the employee to receive transit ticket(s) for the following month. If the 10th falls on a Saturday, Sunday or holiday, the request must be in our office by midnight (12 p.m.) the next business day.
The C.A. P. program is not responsible for lost or stolen tickets. Transit tickets are mailed to the employee through the San Mateo County inter-office pony mail system at the address given by the employee. The employee also has the option of picking up their tickets at the C.A.P. program office, located at the reception desk in the Public Works Department, 555 County Center, 5th Floor, Redwood City, CA 94063.
Specific to the Carpool and Bike and Walk Subsidy:
Both permanent and extra-help county employees are eligible for the C.A.P. subsidy. Contractors are not eligible for this subsidy.
The C.A.P. subsidy is for "home to work" commute usage only. Fraudulent usage of tickets may result in disciplinary action and/or dismissal.
The $20 per month Carpool/Bike/Walk subsidy is for San Mateo County employees only. The carpool requirement is that one vehicle is occupied by two (2) or more people traveling together for the majority of the trip distance.
Employee must carpool, bike or walk at least eight days (8) each month, to work from home.
The C.A.P. office must receive the employee's Carpool/Bike/Walk subsidy request no later than by midnight (12 p.m.) on the 15th of the current month. If the 15th falls on a Saturday, Sunday or holiday, the employee's subsidy request must be received by the C.A.P. office by midnight (12 p.m.) the next business day. The carpool/bike/walk subsidy is issued for the previous month that employee carpooled, biked or walked.
Employee will receive their C.A.P. stipend through their paycheck. Their $20 stipend will show up as "Miscellaneous Incentives" on their pay stub. Employee must pay Federal Withholding Taxes on this subsidy. This payment will be reported on a per pay period basis on their pay stub as EMP INCT and deductions for Federal, FICA, and Medicare withholdings will be taken at that time. Because this is a stipend from Transportation Authority funds and is not compensation for services, it will not be included in calculating your retirement contributions and benefits.
Specific to the "Vanpool Bucks" Voucher Subsidy:
Both permanent and extra-help county employees are eligible for the C.A.P. subsidy. Contractors are not eligible for this subsidy.
The C.A.P. subsidy is for "home to work" commute usage only. Fraudulent usage of tickets may result in disciplinary action and/or dismissal.
County employees who are benefits eligible and commute to work by vanpooling at least 80% of their scheduled work days may qualify for up to $75 per month toward their vanpool fare when they vanpool from home to work through a qualified vanpool vendor. If they use transit in combination with vanpooling, they are still eligible for this benefit; however, they cannot also get a transit pass subsidy.
Employee needs to order their "Vanpool Bucks" voucher in advance of the month they will be using them. The C.A.P. office must receive their "Vanpool Bucks" voucher request in their office no later than by midnight (12 p.m.) on the 15th of the current month in order for the employee to receive their voucher by the 1st of the following month. If the 15th falls on a Saturday, Sunday or holiday, the employee's subsidy request must be received by the C.A.P. office by midnight (12 p.m.) the next business day.

San Mateo County Government Center carpoolers who carpool on a daily basis with at least one other County employee who is also commuting to the Redwood City County Government Center for the majority of the trip distance will be eligible for a reserved carpool-only parking space. If for some reason an employee is not carpooling on a particular day because their carpool partner is out, employee must park in the county parking garage until their carpool partner has returned. Employees must notify us when they are no longer carpooling and return their parking permit to our office so we can reassign the space to a qualified employee who has applied for a space through our office.
Employees who are spotted driving into the carpool-only lot in the morning or leaving at the end of the day without a carpool partner are subject to permanently losing their parking space and will not be allowed to reapply for another space with our program.
Specific to the Bike Locker Requests:
Both permanent and extra-help county employees are eligible for the C.A.P. subsidy. Contractors are not eligible for this subsidy.
The applicant whose name appears above on this Application (the "Participant") hereby acknowledges and agrees that the County of San Mateo makes bicycle lockers available for use at the Participant's sole risk. By making the use of the bicycle locker authorized by this Application, Participant acknowledges that Participant has inspected the locker and is satisfied with its condition. Participant is hereby advised that personal property (aside from bicycles and bicycle gear) is not to be stored in bicycle lockers. Participant further acknowledges that the County of San Mateo has no liability whatsoever for damage to or loss of any bicycle or other locker contents by reason of fire, theft, vandalism, or other cause. Participant also hereby waives and releases any claim for injury, damage, or loss to Participant or any of Participant's property resulting directly or indirectly from any action or failure to act on the part of the County of San Mateo and its employees, officers, contractors or other agents related to Participant's use of a bicycle locker pursuant to this Application. Participant acknowledges that the County of San Mateo has reserved the right to inspect locker contents, and that Participant's use of the bicycle locker may be terminated for good cause upon seven day's notice.
Duties of User. The User must pay a one-time key deposit fee of $10 and agrees to report any problems with the working of the lock or key as well as any maintenance problems with the locker or locker area as soon as possible to the Public Works Department at (650) 599-4100. The User also has the duty to return the key if not using the locker and to notify the Commute Alternatives Program of any changes in contact information.
A built in lock and a key will be provided with each locker. No additional, personal or other, locking devices are to be attached to the lockers. If a key is lost, it is the responsibility of each participant to notify the Public Works Department immediately at (650) 599-4100. Replacement keys will be issued at cost incurred for replacement.
Upon discontinued use of the locker, the participant must remove all contents of the locker and return the key to: the Commute Alternatives Program, Public Works Dept., 555 County Center, 5th Floor, Redwood City, California by the expiration date. Any items not removed become the property of the County of San Mateo.
